My favorite way to play rogner is temerian infantry charge deck. Instead of stockpile payoff you take rogner after swarming with frigates on last say. Super fun deck but it gets really hard to win with nearing 2500.
Sometimes one can get too obsessed with polarizing the deck. At the end of the day, it's the points that make you win games, not how many provisions you used. I mean as an extreme example, if there was a 4p card that won you the game you should play it, despite the fact that you don't use your provisions efficiently. I think if you wanna make a shield deck with roegner, you wanna make roegner as good as you can (within reason), it gives you point efficiency. But since those cards are cheap, you won't get provision efficiency. A provision efficient deck probably wouldn't play roegner. Building around those cards can still be fun and viable enough. But if you optimise too much, you can make the cards you do play worse in terms of points per provision. And you lose the point of the deck. I think, if you can build a deck with enough synergy, meaning you get on average more points per provisions, you don't need to adhere as strictly to the 16 card rule. It's more about finding a balance that maximizes winrate, not provisions played.
Look at non devo symbiosis deck. Its a perfect "16 cards rule" deck.. we can play literally ALL cards above 4 prov, with the only 4 prov is 2 naiad (which we shouldnt play) and 2 weather card (which was played by Tempest).
I just made a witchers shield deck that utilizes ciri, ciri dash, Geralt professional, and geralt axii. Helps with last say and mid-tall punish
