That’s a great but difficult question to answer. WWII historians have a much easier time with this because they can examine factory output numbers and determine how long it might take the Germans or US to produce a tank. The task is much more difficult for ancient historians.. but given the numbers Livy provides I would speculate at least 1-2 years production.
I have always admired Marcellus for his boldness. And we have to always remember when Rome was at its lowest point against Hannibal it was Marcellus and Fabius Maximus who remained cool headed and disciplined.

I always wondered what would have happened if the Carthaginian’s won the War against the Romans.?, would the world be the same as it is today?, probably not, but if Hannibal Attacked Rome He would have won the war against the romans, and would have Returned to Carthage as a war hero, to be honest with most people.🤔
Although Carthage had adopted many aspects of Western Civilization the world certainly would be a very different place had things gone a little differently for Hannibal

The carthagians fucked up left and right. They had Hannibal but refused to capitalize on his success in fact they hindered him. Considering the way they acted, that they never came up with any kind of counter to the corvus, hamstring their best general, they deserved to lose.
They sure seemed to lack the overall vision that Hannibal possessed and their political differences caused all sorts of problems in Iberia that could have been avoided. Hannibal just couldn't be everywhere ..

Why would they have needed to counter the corvus when Rome lost like 2 or 3 entire fleets to storms because of the corvus?

The corvus shifts the center of gravity on a boat, so in rough waters (i.e., storm) it is much more likely to capsize.
