I wasted a lot of time on this, go do danger signs instead, after you do about 10 of them a ramp appears at the south side of the church. I think about level 4-5 on danger sign jumps. Plus the jumps are a lot of fun!

advice:
do all except the church one. when you are done use fast travel to do enough dangers signs to reach rank 7 - after that the church one is impossible to mess up!
