In this case, I'm assuming that your husband is either looking to give you POA privileges or give POA privileges to a trusted advisor (CPA, lawyer, etc). He would sign the Form 2848 to give either you or your advisor POA over his tax affairs. From there, that trusted person could request information from the IRS on where the checks might have gone, and to see whether they can be reissued. That is a question that the IRS would have to answer.

You do not need to use this if you are only expecting your CPA to do your taxes. If you end up being audited, then you would use this to authorize your CPA to represent you in front of the IRS during the audit. Otherwise, your CPA will have a limited opportunity to engage with the IRS on your behalf.

You must then mail or fax a copy of the power of attorney with the revocation annotation to the IRS, using the Where To File Chart, or if the power of attorney is for a specific matter, to the IRS office handling the matter.

For an S Corp, do you list the owners name or the Corp name in box 1?
You would list the corporation's name in Box 1.

Yes. Since you are a separate tax entity from your S corp, you would have two separate forms.
