The thing that should have happened is that the loss of the rent should have been submitted to the insurance. This would allow for the landlord to make up for lost rent, and the business owner has a couple of months to restart his business.

The intent of the Fed Assistance was for the owners to assist their tenants to get their businesses back up and running after the weather disaster. If a hurricane destroyed their business, till the repairs wee made no rent should of been charged. And Business should close till then. Cleaning up the old roof is not the renters job it was the contractors, and if the D3efendant let the contracctyor out of the work then he has to pay for it not the renter. This was not maintenance.

Like say...hurricanes in Florida. They had the nerve to want to put that on the landlord because the building didn't get fixed fast enough after a major hurricane⁉️ They signed a lease where they were getting a huge break on rent until the start of the year. Then he still took a couple hundred off, but the Plaintiff wants to insist on the rent break to continue. That's not how it works in the real world son.
