It depends on your goal. You will never catch up the veterans on PvP/GvG if you start fresh. They always help newbies on mid-tier dungeons anyway :) I'd suggest you try it with fresh account first, until you understand the basics. If you really like the game and want to be more serious about PvP, GvG, MvP hunting, to be able to compete with the veterans, then buy an account. It's quite cheap nowadays comparing to what people have recharged.
