Why staggered snaps on Kanga Care newborn/preemie Lil Joey cloth diaper?

Lil Joeys are a 2-rise cloth diaper fitting preemies and newborns from 4-12 lbs. The staggered snaps are additional rise and was it snaps. The demo doll is a to-scale 15” preemie so I have the Lil Joey set to the tiniest size setting.
