If this was Asia cup it was possible for hybrid but not for icc tournament since countries jointly hosting an icc tournament and split hosting is different. When split hosting one set of teams get different playing conditions and undue advantage over other teams which would be objected by all teams. End result would be the decision to hold entirely in UAE or PAK. The result of a voteout is a foregone conclusion. Stadiums in Dubai and Abudhabi will have more audience and gate money earned than in Pakistan. Moreover there is tension between Afghanistan and Pakistan which means Afghanistan woukd definitely take Indian stand on not preferinf Pakistan over UAE and if the region becomes a warzone then all boards would prefer UAE
