Mine shoots 3in high and i can not get it adjusted down. Would these sights help me?

I'm not so sure that it will fix that. The sight is designed to move in roughly the same range as the factory sight. It does move a little higher and a little lower but I'm not certain it will fix your problem without physically testing it myself.

Mines shooting low at max elevation with factory rear sight. Would this raise elevation higher than factory if needed?!

Yes, there is a little over 1mm of additional height adjustment.
