no this only applies if there is a tangent to the circle. However when a question asks for a tangent to a CURVE you dont find the negative reciprocal but when there is a normal to a curve then you do. so to recap tangent to a circle is negative reciprocal but normal is not and for a curve if it asks for a normal you get the negative reciprocal but a tangent is no negative reciprocal. hope this helps
