Does summoning in new hero arrival affects summoning blessing like it adds up cause im already at 360 and dont wanna waste them blessing😢 blessing resets in 3 days 😢

if the 360 color is pink. Stop until it resets. Otherwise it's a waste.

can we get him up to legendary plus with the pass and login gift? Also, can you use him when he is that low if everyone else is eternal?

If you get extremely lucky yes but on average, no. Using him in PvP isn't effective at all with such a low awakening level. PvE wise, I'd say no as well due to other defensive heroes that are maxed out.
