No. First off, a lot of art is currently owned privately. Meaning that all the way from the billionaires, down to grandma who accidentally bought a Picasso at a yard sale for two dollars back in 1995, would have to have their property seized by some entity. Secondly, no government has the type of money it would take to purchase all of this art and then build places to house and display it. Lastly, how am I* supposed launder money and pay zero dollars in taxes if you take my art away…? *definitely not me.

Yes. These are the most famous ones mostly, and those happen to be Western because Western culture is the most well known around the world. Im sure China has fantastic and internally famous art pieces but they are mostly unknown outside of its borders. These paitings are most well known across the world. You can have a very interesting discussion on why this is; im sure the centuries of western dominance in the world has played a factor.
