Entertaining to watch. A disaster waiting to happen. There should be a large base aggregate 12 inch stone in 12 inch or less lifts that are roller compacted. Then sequential lifts of the finer aggregates compacted before what we see being put down. this stuff as shown will liquefy during an earthquake - just look.. its being pushed into a pool of water. This is quick sand waiting to happen!
