To be honest, I was very confused by Nordic player's decision to make the "bet" he did in that first combat against your incoming 3 units. Can you comment on it a bit? Do people expect such moves to be a bluff?

Yes, you go back to home base unless you are Nordic, have the seaworthy ability, and are adjacent to a lake.
