"Mesón" refers to a table, where you can drink what you ask for. Con Ken o Ryu lo puedes hacer mierda a base de una buena dosis de shoryuken. Eso todos lo aprendimos del anime cuándo ken lo vence de esta forma, pero aplica para el videojuego también.

It took him a while, but eventually my friend delt with it so many times he figured out the precise timing of it, which made it impossible for me to use anymore without being counter attacked ctfu
You can do that in Street Fighter Alpha 3 (also, controlling him, you can summon the fence anywhere in the world, not only his map). I don't remember the command for the fence and the movement but you can do it... it doesn't do anything special, anyway. Maybe if you want to burn some time and win by time out, it helps a lot.

He gives you pain... from Spain!
His wall dive is his biggest weakness once you learn its timing. He can *always* be punched out of it. A shoryuken is ideal for this.
If you're fighting the machine, that is. A decent human Vega player won't give you that kind of opening.
