Always check the pto/gearbox fluid. That brand is notorious for leaking, make sure you check all the bolts on that brush hog they are known to become loose. I have to tighten all the bolts on mine every year, one year my stump jumper fall off in the middle of the field. My other brush hog brand " bush hog" Sq172 never had any of the above mentioned problems. Both county line and bush hog are 6ft for my tractor. 😊
The pto handle does not ingaje the pto only when you let off the clutch does it ingaje so you can move the pto handle as fast as you want the tractor won't do enething until you let off that clutch and the same for turning it off

I have just purchased a brand new Chinese made mower. Manufactured by Sansen and in every respect looks identical to yours...interesting?
