What an interesting concept. I've been tempted to do this as well. Before watching, I really like the idea of Phil's two drops. I think the commander will mostly be useless, but he's got a lot of potential there.
Oh hey, my playgroup does this once a year. Though we aren't restricted to 1-4 mana cost. We have to pick 1 card in our command zone and all cards are either lands or the cmc of the card we select. (There's a real nasty Sidisi undead Vizier deck in our playgroup, who knew cmc 5 and lands was actually viable?)

Why did Richard blow up the board on his own turn with oblivion stone!? He could've just let Tomer attack Seth while having the mana open to boardwipe at any point if needed...
This was very interesting. I thought the 4 drop deck would win. Of course it depends on luck, each deck etc. And this was only one game, so ... but still very interesting.
Next time only play odd or even cost cards. You could also make a deck with one 1 cost card, two 2 cost cards, three 3 cost cards etc... If you wanna do more of these where you have mana limitations.
There's only 13 10 cmc ( luckily only 3 of them require colored mana (G)), 18 9 cmc, and 32 8 cmc cards available. Not a whole lot of variety for 4 players, plus about all you can do with that top-end is eldrazi and artifacts. I really like the idea in principle, but that lack of variety really kills a lot of angles it can be approached.
I really like these deck building challenges. I would like to see a similar week where everyone picks 2 mana costs to see what people would pair up. Would you pair 1 drops with 8 for late game finishers? 3 with 7? 2 with 4? Could be some interesting combinations. You could either pick like settlers where the person to pick their 1st choice last gets to pick their 2nd first or everyone can pick whatever cmc they want and people duplicating is fine. I have no idea what the optimal choice would be.

Can we just suggest ideas for CC in the comments? If so, I would like to suggest playing with four color decks, with a twist - Each deck must be centered around something that the color they omitted does best. For example, a counterspell deck without blue.
