Policing will never be perfect for the same reason that EVERY institution will always be marred by a certain sizeable degree of error and incompetence; because the simple fact is that in an extremely complex modern society such as ours, the number of "great men" who can really interact effectively within such complexity (i.e. smart people who can weight all factors and respond effectively in real time, talented people, exceptionally virtuous people) are always going to be rare, and most people will be a mixture of competence and incompetence. Are there systemic problems that can be fixed within policing? absolutely, but people should understand that a "fixed" police system will not be the utopia they hope for: we should NEVER expect that there will ZERO racist cops who shoot black kids, just like we should never expect there will be ZERO pedophile priests. The sooner people accept that, the better

As good as workplace racism has over the past 20+ years, and I am speaking from experience. If you don't give people a chance they will take whatever they can get, and this opinion is based on observation.
Don't get me wrong, the gangs need to be taken off the street. In addition to committing crime they are corrupting young people who would otherwise turn out good. We need a better camera system so that if a crime is committed the perps can be traced throughout the city. We need a system in place so that it is next to impossible to get away with a crime. Even without cameras we should be able to cross reference cell phone and car computer locations to crime scenes. Then we need detectives who can get honest evidence on who the gang members are, and laws that will give them first booking into prisons, and sentences long enough so that when they get out they can do no harm. These are the people we should be building prisons for.
Regarding the reduced headcount, this is a problem the former police union head and bad cops like Chavin brought upon the police department. Chavin had 18 complaints brought against him before he was filmed doing what he did on a regular basis (abusing his power). Give good cops a hefty raise based on how well they work within the community. Give new cops a higher starting pay. I have no problem paying more in taxes to cover this. Cops with numerous complaints should be let go. I will close this section of with, get rid of city council members (in November) who have posed no solutions to the problems faced. These are people who have ignored the above and the increased homelessness problem, while at the same time are efficient as can be when it comes to serving the business community.
If the problem is not stopped now, Minneapolis will resemble Chicago in another 10 years and Detroit shortly after that.

@@ndotlthere is a few problems with your suggestions, if you want to lock up all the gang members that corrupt the youth...what about all the youthful gang members? Majority are under 18, so? And since it really is all a symptom of system making, would lock them all up be a fair just answer? Also that's already been pushed far since the 90's so not really working! Can you really blame someone 100% for caring a gun if they live were people are shooting all the time so they believe if they don't have one they will die, is them caring on them or on society for allowing it to get so bad? If gangs hassle youth and they join one to not go at it alone, do you want to lock them up for that? More cameras every where with the ability to follow everything might sound good, but to many...not so much, and you'd want to put them in the poorest most high crime neighborhood first, how's that going to look? Lots of mistrust for good reason....on all sides really, it's messed up and more complicated! As for the city helping business and not homeless (I'm not for city council mayor or against really) lots of business been on city with violence some have left more probably will. Yes it might seem unfair and suck but you need business and the money the city gets from them to get by, just saying. It's so easy to blame lack of police, lack of support from politicians etc, yes those are problems. But it gets so tiring that if a officer was involved with a shooting of some thug, everyone saw everything, have marches, rallies, looting, destroy businesses, but when recently, a gang member was freed for killing a young boy bcuz no one would cooperate with the investigation, total silence. Fear of retaliation? From who? The police? Council members? Nope, from your community. The community helped create this mess after years and years of"I didn't see anything" and the thugs know that. Instead of having the "Stop the violence" marches, start small and show people that you care about the area. If everyone just picked up one piece of trash a day, it would send a message that you care. So go ahead and get your stuffed animals, balloons and candles whenever someone gets killed and go home and talk about how the violence needs to stop and blame everyone else, but yourselves. Tired of "demanding change", tired of "I was only pulled over for having expired tags and broken taillights bcuz I'm black", ummm, maybe you were pulled over bcuz it's a violation. Quit demanding change from everyone else but you yourselves are not willing to change. Change starts with yourself.
