This is the typical French house style, which makes it sound similar, and if you want to get on to technical terms, a modern song is always going to be 4/4 unless it's country, blues, jazz or less popular music genres. The chord progression, which is obviously tied to the sample in both cases, is IV VII V I, while in Voyager it's I IV VI VII. As for the arpeggiator, all you need to do is play a chord and let your favourite sequencer do the rest.
