Perhaps those are the people that we need to give citations to even if they don’t have money. I don't know if that is true, but if it is, they should require the homeless to stay in the shelter. If they refuse arrest them and give them the choice of prison a shelter, or rehab. If they have mental health issues send them to mandatory treatment. Otherwise this never ends. Everyone has to follow rules/laws in California except the homeless.

Most refuse to go to shelters because they are not allowed to drink or do drugs or bring their trash collection. The homeless problem has become big business, there are bureaucrats making high 6 figure salaries, and many CEOs of aid companies are getting rich from government contracts. If they fix the problem or even considerably reduce the number of homeless people, the high paying jobs and contracts go away. Billions of dollars of taxpayers' money are spent, and the problem keeps getting worse. It's obvious what they are doing doesn't work.
