Put simply, Anthony Gilchrist IS the mole, and his work of setting off the Maelstrom assault on the Militech convoy put Meredith Stout (the woman threatening you here) into a bad spot politically. She has one chance to get the cargo back, circumstantial (but non-definitive) evidence that Gilchrist is involved, and no headway on the case until you come along. Meredith survives this ordeal and greets you at the end of the quest if you carry out her deal (pay for the flathead using a virus-infected credit chip without removing the virus). Her surviving results in Gilchrist getting dumped here, as you can see. (also opens up "Venus in Furs", but we're not talking about that) If you don't carry out the deal though (start a fight with Maelstrom early, pay out-of-pocket, remove the virus from Stout's credit chip, warn Maelstrom about the virus when paying), Stout is deemed incompetent by higher-ups and replaced by Gilchrist instead. Upon replacing Stout, he has her likewise dumped away from prying eyes, though pretty far out of the way compared to vice versa. (As a nomad, you can uncover evidence of Gilchrist's involvement as a mole, and bringing it up with Stout/Gilchrist at the end unlocks additional dialogue and a reward sent to your apartment later)
