Another good example of how Gygax focused much of his world's information on military forces and military "history". The World of Greyhawk seemed to be in an eternal war/conflict, with no side ever gaining an upper hand. Given he (and D&D) were formed from and by earlier medieval miniatures wargames, it makes sense his campaign world reflected that.
