You have to realize that stale oil has a distinct flavor, so you can tell right away. If you’ve ever had yucky stale fries from a fast food place you can tell with one bite that it’s bad. Once I had donuts from a place that fried falafels and the donuts tasted like falafel. So it would be immediately apparent to all the diners if stale or bad oil was used. In China, there are so many restaurants that the competition would drive out bad tasing food very quickly. In the past there might have been a few unscrupulous and short sighted people that attempted to do this but it most likely was not that widespread or was exaggerated because people have a tendency to take negative things about China and tar and feather the whole country with it. Just use your logic to see if what you imagine is reasonable or not.
The gutter oil industry has a wide range of uses. Now most of it is exported to European and American countries. In fact, you can check it in your country’s customs cargo import and export data.
