I heard Gene Rod was a bit of a drunk progressive that had to be reined in when working on TNG to keep things family friendly for the 90s crowd. I think he would've kept the recent shows from losing their Trekness, though I also wonder how woke he would've become in the last 25 years 🤷‍♂

Technically, the right setup would have been secret or hidden bases, protected from Starfleet surveilance, because they would have sympathy amongst some Starfleet officers (of the more militant kind), which would give them heads up on investigations in Starfleet Intelligence. The search for Section operatives will be bedevilled by leaks to them.

Both Cerberus and S31 annoy me in their respective franchises for different but related reasons. Cerberus because they went from a rogue group of black-ops guys and mad scientists whose experiments always went awry, to "people who get things done" and can build not only a bigger, better, Normandy completely in secret with only 150 people, but also cure death. S31 because in DS9 both the audience and the main characters took umbrage with the extent they were willing to go to in order to beat the Dominion, yet in NuTrek they arguably go much further and with the characters being more-or-less fine with it.

I think if you were going to do a good Section 31 show you'd need the main character to be an outsider to the organization. That way you never have to be all that clear about things, you never have to show the full extent of Section 31, and Section 31 can forever be a thing lurking in the shadows so your mind and the main character's mind make it feel bigger and more all-encompassing than it truly is.

Roddenberry had a simple message: we can build the best society possible if we give up our old hatreds and resentments -- all of them -- and choose to embrace our mutual humanity, logic and reasoning, tempered with universal compassion and understanding.
Some people in our society were willing to do that, but not after the last decade proved that certain segments will NEVER give up their resentments. And that instilled new resentments that will likely never be moved beyond. The kind of reality Star Trek envisioned is dead now. No one will risk seeking reproachment with the 'other' again.

After they dropped the whole holodeck act trying to get Bashir to think he was a sleeper agent, there were a few people taking orders from him. But yeah, after that it was always just him. Of course, I guess the people in that scene under his command could've actually been holograms too.
You could _almost_ head-canon it as him just being a lone player, only claiming to be a member of something called Section 31. It's not _quite_ that ambiguous, as there are other subtle (and less-than-subtle) confirmations of its existence. But it's kinda cool that he was written and played so duplicitously that one could actually buy that it was all just him all along.
