Because there is no law to stop it. That is under discussion from what I have read. Parents have a lot of rights over their children, some of which bang into the rights of the child. I hope that the law is changed.
I'd like to hear from people working in schools but you won't bc they don't want to point the finger.... no way would my kids' schools accept a cursory email. There would be visits home, check ups.
I went to prison for smacking a boy (with a tennis racquet) 🎾 I completely regret it, the Umpire made some terrible calls and I took my frustration out on the (admittedly slow) ball-boy. However, I also think that the child hitting community also need support and rehabilitation to ensure that we don't continue to do this. It's an unpopular opinion and awfully woke of me, but children really shouldn't be hit at all, especially not when they are helping out at tennis tournaments.
Assuming that a parent is the best carer in all circumstances is mistake #1. But, how do you find a better home for a child who is this abused? Is foster care better?

Why was the father given custody when he had a record of assault against women? Sara should've been removed from his "care" at that point. The system is stretched to breaking point- poorly paid social workers with unworkable caseloads. A chaotic family background- 3 adults in Sara's life participated in this horrific abuse- I'm struggling to get my head around this.
Absolutely horrifying case. This girl was 10 years old when she was killed. Abuse going on for "years" would be most of her time on this world. Even limiting it to counting those numbers of years to the fingers on one hand would be most of her life as a self aware human being. As much as I like to think of myself as an empathetic person, I cannot for the life of me comprehend the thought process of someone who would subject another person - especially a child - to that. Whether you believe in an afterlife, reincarnation, or neither - may these two never find peace again.
As a Muslim, it is stated that children who die before puberty are taken to Heaven without any form of judgement. They are then cared for by the Prophet Abraham.
We will never comprehend it but it will always be a possibility. Children need at least yearly medical check ups and to go to school or if not at school to have inspections randomly for kids safety. I homeschooled mine and was always happy to see the inspector but I could have lied and there would have been nobody to notice. Its very perfunctory filling out a checklist can the child read down he do numbers. Yes yes sure ... not a real assessment of how they are getting on. And even if not abused they may be just neglected as far as their education goes. And you could just lie and they do one assessment and that's it. Maybe another at high school age. That authorities are the only thing that are between these kids and their abusive parents. And while we can't control who abuses who we can control how authorities deal with it. I'm minding a girl who has been taken from her parents i dont know why and didn't ask its not my bussiness but I'm not vetted by anyone. ..a social worker is not enough they have to have a medical professional to check for bruises and injuries. If you know a child or suspect a child has been harmed it can't just be a social worker visiting for 15 minutes. We used to have a nurse at school who would do scoliosis tests and hearing tests and if you had a problem you could go to her and talk to her any time. If you fell if you had a sick tummy if you had been bullied and were sad.
We simply don't have the money or resources to fund adequate or cohesive social services. We are not Norway or Finland. They tax the rich to support the vulnerable. We tax the poor and ignore the vulnerable.

There were multiple reports to social services...who also had a long history/file of abuse carried out by the convicted. Yet social services failed to act to protect the child...YET AGAIN.
I'm a social worker in adult safeguarding. I refused to go into children's social work because of ridiculously high risk and caseloads. Social workers in children's are senior managers after 3-4 years. There is no way enough experienced workers and most of them leave after a few years

Home schooling is the gift that keeps on giving for child abusers. Needs to be banned and the parents arrested for assault when this happens, not walking on eggshells over cultural sensitivities.
I'd agree if it weren't for the generations of abused children who go through the school system completely unnoticed. And the children abused in school by personnel and peers. It's not like there's a great track record. It's not the schooling, it's the lack of quick action against and prosecution of abusers.

I'm from Woking and know homeschoolers. The parents have visits and meetings with a rep from the council. You can't just disappear off the radar. This poor girl was also let down by her school and the institution

You can volunteer or work part time as a family support worker. You do not have to be a qualified social worker. I recommend you do that, to get a partial picture of what the role looks like. I don't think you wold last Malc.

You mentioning some of the names from historic cases of children who suffered terrible abuse and going into some of the details of the suffering they went through made me remember these horrible cases and yes as a grown man i admit i wept, if any of you suspect something is not right with a child you know please i beg you say and do something, doing nothing because you are afraid of being wrong is not something to fear it shows you care when you speak up and just may be the voice a child needs. It is not easy to report safeguarding concerns because there are always reasons why it should not or will not be fully investigated. Safeguarding concerns can be easily allayed by a tickbox exercise. 'We are satisfied that sufficient safeguards are in place.' Children who are home-schooled should not be cut off from the kind of oversight we hope that children in schools are protected by. I was an abused child who went to school in the 60s and 70s. Children are very well rehearsed and groomed to appear 'normal', and to perform being happy and OK. For most of us, what we experience is all we know. We think everyone must experience this, and we are told we are being beaten and abused because we are bad. We don't want others to know this. The skills, time and resources needed to fully observe children and read underlying signs are simply not funded. Social workers have unmanageable caseloads. Austerity kills.

The litany of children being murdered by parents and/or guardians go back as far as I can remember. In 1973, Maria Colwell was killed by her stepfather after being returned from foster care to the care of her mother. The resulting enquiry was supposed to change social work, but the deaths at the hands of sociopaths continue. STOP returning at risk children to bad home environments.
If you have never experienced the horror show that is social services in this country, count yourself blessed. I know they are under funded but the way they function internally is back to front.
They do not hgave enough time, resource, people to provide the service they want to.. Thank your stars that you live in a place where the concept of having this 'service' was even imagined..

If you want to do something then volunteer as a school governor. I became a parent governor a few years back and you do feel that you are helping children. If you think schools are “dodgy” maybe train a little bit in safeguarding and become a governor. There are laws that should protect children, and schools try and protect children as much as they can, but the protection ends at the school gates. I know the processes that are followed by schools to raise concerns with social services, council, police, and the schools I have worked with them work hard to help kids. If the kids are not in school then they are at more risk, because the stats don’t lie, children (and partners) are far more likely to be abused by someone at home, rather than anyone they will meet in public. Schools have process on process to identify and try to protect children, but they can only pass information on to other authorities.
Teachers can’t remove kids from parents. All they can do is pass their concerns onto the Council or Police. Once the child is taken out of school, they can’t even do that.
My partner works at a school, all they can do is inform the pastoral manager/assistant. They will then inform social services. The amount I've been told that she's seen and reported yet nothing has been done is disgusting and incredibly upsetting. The amount of children in her class that are neglected and/or abused is abhorrent let alone the fact social services are doing absolutely nothing.

It's easy with 20 20 hindsight vision to point the finger at a social work failure and undoubtedly there has been. However, the flip side is criticism of social services for taking children away from parents. Very often they are caught between a rock and a hard place. Also, social services are critically under staffed with workers carrying unmanageable number of cases. It is a direct consequence of failing to adequately fund social services that cases like this will continue to happen
There is absolutely no excuse for inaction in this instance. Hindsight does not come into it. Many things happened to this little girl over 10 years. It was blatantly obvious she was in danger. Blaming lack of staff and funding is to excuse the criminal inaction of those involved.
As a teacher I have sat in many meetings regarding children at risk. When we questioned a decision that social workers made allowing a child to remain with extended family who were as bad as the child's parents we were told don't judge them by your values.

This is clearly a case of exploitation involving an illegal immigrant who married a vulnerable woman, had an unplanned child with her to secure British citizenship, and later brought a new wife from Pakistan. It’s tragic that a lovely child has become an innocent victim in this situation.

What makes me angry is they keep telling us it will never happen again but it does, those who are responsible for not protecting this little girl should be called to account but they never are , this has been happening for years, when will we learn ??
Judging by the facts of this case the neighbours could have been beating down the door of the social services office and nothing would have been done to save her. The concerns of qualified professionals weren’t properly acted upon let alone people from the poor girl’s street. A complete system failure that has cost a helpless young child her life.

Those three people were responsible for this innocent child’s horrific death. We are all responsible for child protection, not just those professionals dealing directly with children. A more civilised society will be nearer when we all take responsibility.
When did we lose our compassion, our caring attitude our desire to protect our most vulnerable children, our most vulnerable adults, our disabled and our animals. We see no value in anything, beyond our own needs and for some greed. As a disabled person, the hate out there is real, sometimes the looks I get I think people would rather I was dead than take anything away from them, or so they believe thanks to the hate fueled press against anyone who finds themselves in need of help, which is minimal and nothing like 5* as some people believe. We including all I've mentioned above are seen as expendable, to much trouble to do anything about, the desire to help isn't there, the care isn't there and thus so many fall through the gaps, because we are not seen as important......as a child of abuse, the reason i am disabled in the first place, we are not worthless, we can heal, achieve and actually flourish with just a little support and help, but someone has to care enough in the first place and cut to the bone social services departments, councils and schools, don't have the time or manpower to do what's needed, thanks to government after government using the vulnerable in society as a political tool, instead of bringing real change that is needed.....RIP Little one, i am so sorry we let you down x
It’s horrifying but I think there is a limit to how much we can expect society to protect all children and we have to proceed with the assumption that the parents of children are going to care for them. If we can’t guarantee that, there’s a limit to what we can expect of our social services.
The justice system failed her as well, why did they take custody away from her mother? It funny how they give custody to the wrong women and/or men!! She would be alive today if she was under the custody of the biological mother!!!
@@moofamo8768 they would generally favour the mother unless there were some issues with things like accommodation or something practical like that. I haven’t seen anything about why she was with her Father rather than her mother, but it is probably confidential. It is a shame though, as you say.
I have found a bit more out (Guardian article just published). Her mother was also accused of abuse prior to them separating, and also had “mental capacity” issues. The Father and Mother accused each other of assaulting each other, and the children. Sounds as if neither should have children in their care?
The Maria Colwell case in Brighton who was killed by her father 51 years ago was supposed to never happen to a child again and still it happens and nobody apart for the parent(s)/carer(s) seem to be found guilty of responsibility.
The Social services keep changing their stuff which is totally ridiculous and pointless and non effective. The has to be a total team on alert and chasing each case reletensly till the child is safe. You cannot just keep moving files from one social worker to the other and then deal with different cases.
IIRC baby Peter was returned to his mother several times after being hospitalised and abuse diagnosed. This is similar in that even when so many knew and reported it, nothing happened to save her.
In reading we had trey blue, girl who died..I dont like ss but I also feel for them. The problem is they intervene in cases which only need support and dont act on cases which need it. It's not the sw but the systemic failures which are truly horrific

I was called by Scarbourgh police several years ago regarding a teacher called Mr Sheppard and James G at Ampleforth junior house. James G. was in the year below me. Sheppard seemed to be a bit of a strange character, including late-night walking on one occasion. But I did not witness anything myself. So it was difficult to take a stand and provide support.

Must be awful being a social worker overloaded and juggling however many cases and having any number which could turn out to be the family that in the end kills their child(ren) or damages them so much they are unlikely to recover. Considering what to do in the lack of sufficient foster, adoption or care places. Presumably 99.9% take the child benefit and so the children must be identified and again similar number will have NHS numbers and so they can be tracked at school or if home schooled or private school. Also, I think the general public needs to have a duty of care to report any issues for children, vulnerable adults and cruelty to animals is often a great but sad indicator of risk to abuse to anything in an individual or couple's power ... but little use having the "report/duty of care bit" if no resources to follow up.

I think we need more tiers of social services to filter inexperienced lower level health care visitors and evaluators reporting upward their observations. Surely the health and welfare and care has to be addressed much more significantly. There are levels and layers of local government who are not suited by a failed rigour of examination. Who are these people in charge of social services.? They have families, they go home at night, they sweep the problems under the carpet or they blame others. Look at Grenfell Towers. How long has it been and still no honesty? No culpability. No more exposure can be seen than this about corruption in entrenched local government. Aargh.
Social Service are still using analogue systems in a digital world. The whole issue suffers from Balkanisation, too many agencies & "stakeholders" that don't or can't share information with one another, so no one has a complete picture or ensure proper co-ordination. Add to that underfunding, poor training & denigration of social workers within a system that still maintains that parents are the best people to raise a child 100% of the time.
These figures don’t include all the children abused that no one ever finds out about because it’s all so hidden or the child feels so much shame they don’t disclose. But that child lives with the consequences forever. I can’t understand how anyone let alone a parent can harm a child intentionally. How to we get to the place where this no longer happens

You can volunteer or work part time as a family support worker. You do not have to be a qualified social worker. I recommend you do that, to get a partial picture of what the role looks like.

You mentioning some of the names from historic cases of children who suffered terrible abuse and going into some of the details of the suffering they went through made me remember these horrible cases and yes as a grown man i admit i wept, if any of you suspect something is not right with a child you know please i beg you say and do something, doing nothing because you are afraid of being wrong is not something to fear it shows you care when you speak up and just may be the voice a child needs. RIP little angels and heartfelt apologies that we as a Nation failed you. Love from Ireland.

It is not easy to report safeguarding concerns because there are always reasons why it should not or will not be fully investigated. Safeguarding concerns can be easily allayed by a tickbox exercise. 'We are satisfied that sufficient safeguards are in place.'
Children who are home-schooled should not be cut off from the kind of oversight we hope that children in schools are protected by. I was an abused child who went to school in the 60s and 70s. Children are very well rehearsed and groomed to appear 'normal', and to perform being happy and OK. For most of us, what we experience is all we know. We think everyone must experience this, and we are told we are being beaten and abused because we are bad. We don't want others to know this. The skills, time and resources needed to fully observe children and read underlying signs are simply not funded. Social workers have unmanageable caseloads. Austerity kills.

The litany of children being murdered by parents and/or guardians go back as far as I can remember. In 1973, Maria Colwell was killed by her stepfather after being returned from foster care to the care of her mother. The resulting enquiry was supposed to change social work, but the deaths at the hands of sociopaths continue. STOP returning at risk children to bad home environments.

Of all the awful stories in the sea of filth, these ones are the worst and when one becomes a parent they become almost unbearable. The ultimate betrayal by those who are meant to care and love. There is no consolation. We only move on from these stories by getting distracted by something else.

If you want to do something then volunteer as a school governor. I became a parent governor a few years back and you do feel that you are helping children. If you think schools are “dodgy” maybe train a little bit in safeguarding and become a governor. There are laws that should protect children, and schools try and protect children as much as they can, but the protection ends at the school gates. I know the processes that are followed by schools to raise concerns with social services, council, police, and the schools I have worked with them work hard to help kids. If the kids are not in school then they are at more risk, because the stats don’t lie, children (and partners) are far more likely to be abused by someone at home, rather than anyone they will meet in public. Schools have process on process to identify and try to protect children, but they can only pass information on to other authorities.

Teachers can’t remove kids from parents. All they can do is pass their concerns onto the Council or Police. Once the child is taken out of school, they can’t even do that.
My partner works at a school, all they can do is inform the pastoral manager/assistant. They will then inform social services.
The amount I've been told that she's seen and reported yet nothing has been done is disgusting and incredibly upsetting.
The amount of children in her class that are neglected and/or abused is abhorrent let alone the fact social services are doing absolutely nothing.

It's easy with 20 20 hindsight vision to point the finger at a social work failure and undoubtedly there has been. However, the flip side is criticism of social services for taking children away from parents. Very often they are caught between a rock and a hard place. Also, social services are critically under staffed with workers carrying unmanageable number of cases. It is a direct consequence of failing to adequately fund social services that cases like this will continue to happen
It is politics as well. Managers fear racism accusations, especially in parts of UK where commissioners are Muslim.
There is absolutely no excuse for inaction in this instance. Hindsight does not come into it. Many things happened to this little girl over 10 years. It was blatantly obvious she was in danger. Blaming lack of staff and funding is to excuse the criminal inaction of those involved.
As a teacher I have sat in many meetings regarding children at risk. When we questioned a decision that social workers made allowing a child to remain with extended family who were as bad as the child's parents we were told don't judge them by your values.

@@Wishing_you_peace I don't think that is prevalent. Not in my experience any way. The likelihood here is manipulation and intimidation on the parent/step parents part.
Of course it the parents fault but having dealt with social services on sensitive and worrying matters you realise how inept and almost corrupt they can be.
This is clearly a case of exploitation involving an illegal immigrant who married a vulnerable woman, had an unplanned child with her to secure British citizenship, and later brought a new wife from Pakistan. It’s tragic that a lovely child has become an innocent victim in this situation.

I do wonder how many cases each social worker is handling, like every service their budgets have been gutted.
What makes me angry is they keep telling us it will never happen again but it does, those who are responsible for not protecting this little girl should be called to account but they never are , this has been happening for years, when will we learn ??

Judging by the facts of this case the neighbours could have been beating down the door of the social services office and nothing would have been done to save her. The concerns of qualified professionals weren’t properly acted upon let alone people from the poor girl’s street. A complete system failure that has cost a helpless young child her life.
There was 15 reports to social services, including the neighbours reports.
All ignored.

The government are not funding the social services enough
It's not just finances .Information is not being shared properly between agencies .Im in the care sector so I know what goes on

When did we lose our compassion, our caring attitude our desire to protect our most vulnerable children, our most vulnerable adults, our disabled and our animals.
We see no value in anything, beyond our own needs and for some greed. As a disabled person, the hate out there is real, sometimes the looks I get I think people would rather I was dead than take anything away from them, or so they believe thanks to the hate fueled press against anyone who finds themselves in need of help, which is minimal and nothing like 5* as some people believe.
We including all I've mentioned above are seen as expendable, to much trouble to do anything about, the desire to help isn't there, the care isn't there and thus so many fall through the gaps, because we are not seen as important......as a child of abuse, the reason i am disabled in the first place, we are not worthless, we can heal, achieve and actually flourish with just a little support and help, but someone has to care enough in the first place and cut to the bone social services departments, councils and schools, don't have the time or manpower to do what's needed, thanks to government after government using the vulnerable in society as a political tool, instead of bringing real change that is needed.....RIP Little one, i am so sorry we let you down x

Those who investigate or deal with cases of suspected neglect must act without fear or favour.
It’s horrifying but I think there is a limit to how much we can expect society to protect all children and we have to proceed with the assumption that the parents of children are going to care for them. If we can’t guarantee that, there’s a limit to what we can expect of our social services.

The justice system failed her as well, why did they take custody away from her mother? It funny how they give custody to the wrong women and/or men!! She would be alive today if she was under the custody of the biological mother!!!
@@moofamo8768 they would generally favour the mother unless there were some issues with things like accommodation or something practical like that. I haven’t seen anything about why she was with her Father rather than her mother, but it is probably confidential. It is a shame though, as you say.
I have found a bit more out (Guardian article just published). Her mother was also accused of abuse prior to them separating, and also had “mental capacity” issues. The Father and Mother accused each other of assaulting each other, and the children. Sounds as if neither should have children in their care?
Honour Based Abuse is something that also threatens vulnerable women. Karma Nirvana is an organization that may be of help to some.

The Maria Colwell case in Brighton who was killed by her father 51 years ago was supposed to never happen to a child again and still it happens and nobody apart for the parent(s)/carer(s) seem to be found guilty of responsibility.
Linda you should train as a social worker, I am sure that we would then have no child deaths.
The Social services keep changing their stuff which is totally ridiculous and pointless and non effective. The has to be a total team on alert and chasing each case reletensly till the child is safe. You cannot just keep moving files from one social worker to the other and then deal with different cases.
IIRC baby Peter was returned to his mother several times after being hospitalised and abuse diagnosed.
This is similar in that even when so many knew and reported it, nothing happened to save her.

In reading we had trey blue, girl who died..I dont like ss but I also feel for them. The problem is they intervene in cases which only need support and dont act on cases which need it. It's not the sw but the systemic failures which are truly horrific

I was called by Scarbourgh police several years ago regarding a teacher called Mr Sheppard and James G at Ampleforth junior house. James G. was in the year below me. Sheppard seemed to be a bit of a strange character, including late-night walking on one occasion. But I did not witness anything myself. So it was difficult to take a stand and provide support.
This country has its priorities all round its neck. RIP little flower.

Social services clearly failed, but so did this little girls whole immediate family, who would have seen what was happening.
Since he came over to go to university as a student, he must have had some education. But ,then again , 20 years here and he still needed an interpreter.

Must be awful being a social worker overloaded and juggling however many cases and having any number which could turn out to be the family that in the end kills their child(ren) or damages them so much they are unlikely to recover. Considering what to do in the lack of sufficient foster, adoption or care places. Presumably 99.9% take the child benefit and so the children must be identified and again similar number will have NHS numbers and so they can be tracked at school or if home schooled or private school. Also, I think the general public needs to have a duty of care to report any issues for children, vulnerable adults and cruelty to animals is often a great but sad indicator of risk to abuse to anything in an individual or couple's power ... but little use having the "report/duty of care bit" if no resources to follow up.
FGM is happening in Britain. Many, many cases of complications are being treated in hospitals .

I think we need more tiers of social services to filter inexperienced lower level health care visitors and evaluators reporting upward their observations.
Surely the health and welfare and care has to be addressed much more significantly. There are levels and layers of local government who are not suited by a failed rigour of examination. Who are these people in charge of social services.? They have families, they go home at night, they sweep the problems under the carpet or they blame others.
Look at Grenfell Towers. How long has it been and still no honesty? No culpability. No more exposure can be seen than this about corruption in entrenched local government. Aargh.
Social Service are still using analogue systems in a digital world. The whole issue suffers from Balkanisation, too many agencies & "stakeholders" that don't or can't share information with one another, so no one has a complete picture or ensure proper co-ordination.
Add to that underfunding, poor training & denigration of social workers within a system that still maintains that parents are the best people to raise a child 100% of the time.
