Jordan, this was extremely helpful. I have been looking to buy property in E Texas and always refer to the old typos, survey/cad data and survey data. The hill shade map option is totally new to me and very cool! For a project like this, what government entities have to be involved?
Depends on your location, but if you’re out in the county in East Texas, you can most likely do whatever you want - like Ron Swanson😀

In general, and there is some fine print, a Texas landowner can build a pond or lake that impounds the water from their land as long as it doesn’t hold more than 200 acre feet. That would we a 10 acre lake twenty feet deep. That’s a lot of water. There are also limits on the size of the dam. We put in a small 1 acre pond and nobody cared, the state or the county. If you are in a rural area and you aren’t putting in a huge lake, you shouldn’t have any issues. Notice I said water from your land. You don’t own water from your neighbors property, but the rain that falls on your land is yours. After all, you are in Texas.
