Yes, it is possible. You can follow this (docs.aws.amazon.com/cognito/latest/developerguide/cognito-user-pools-user-groups.html) link to understand how to create user pools.Then you can add users to user groups using the AWS console or using adminAddUserToGroup method in aws SDK. (docs.aws.amazon.com/AWSJavaScriptSDK/latest/AWS/CognitoIdentityServiceProvider.html#adminAddUserToGroup-property)
