I think they add some sunny color. People are worried about them blowing away, but it's easy enough to tie them to the beam if it gets windy. So, something most people don't know is that carrot greens are edible, radish greens too, either raw or cooked. I haven't had the opportunity to try cooked carrot greens but I have seen them cooked, and eaten, on television. Radish greens I have eaten raw and cooked. If eating them raw you want to get them very young before they get prickly. Anyway, if you pick carrots again, I know you can't take all the greens but maybe just a handful of the nicest looking ones could go in a plastic bag to take home for your use. Some people think carrot greens are poison but they are not. It's just that some people are allergic to them. If touching the greens give you a rash, obviously don't eat them but if you can handle touching them with no problems then you can eat them too.

They are harvesting from other farmers fields and may have to pay. If they grab a lot of produce for free the farmers will burn them out again. Did you notice they rotate what they sell? Most of the gardens they harvest from aren't very large.
