I think the black Lillies are the individuals having a relationship and they are black Lillies that “bloom without the sun” because fr some reason their relationship can’t be public or “can’t be in the sun” and they made promises to be together even though some turned into dreams (like a wedding I’m guessing) but they will still stay together despite it all. Even if it has to be hidden.
I feel like there is a point where it shifts as well. They admit to being guilty. They are together, and whatever was keeping them apart before fades into nothing but dreams instead.
Also I feel as though “burning down the forest” and the “invisible storm” refer to the things people do tho try to stop them

For those curious about the meaning: the song is based on/inspired by Yuri Kuma Arashi, a highly overlooked anime gem. The name translated literally means 'Lily/Lesbian Bear Storm' and lesbian bears are persecuted by the 'invisible storm'. The first three episodes are really weird, so very few people finished it but... It's an incredible show. Check it out.
