AlexanderA72 it’s because of how POV works in the game. The guy who shot was standing up outside the window, while the default was sitting down on the other side. So the guy shooting has to shoot downwards, and with the inaccuracy of the game, it rendered as though the guy shot the edge of the window sill. When the default shot back, he’s shooting from low to high since he is looking up, so his crosshair is completely clear from the window sill.
