Sir, One student got rank GMR 28691 & SC 2472 in WBJEE 2023. At last got Electronics & Communication Engineering & admitted in University of Kalyani, Science Instrumentation Centre(sl. No.21 of his choice filling whereas CSE in Jadavpur is in sl. no.1). My question : the cutoff marks in Round 3 of CSE in Jadavpur University is 3261-3261(SC) which is above the student got 2472(SC), so why the student did not get CSE in Jadavpur.

There is no best as such, but i will suggest a list, 1.TMSC all cse and it branches, 2, IEM all cse and it branches, 3. Heritage, 4. NSEC, 5. MSIT, 6. UEM,... in this order create your counselling list if you want to go for private college. Govt is majorly not possible for your rank, so pls check above colleges.

Try for JGEC, KGEC and CU for CSE/IT branch. If you wait till mopup round you'll surely get it. Also you can try JU in decentralised counselling, afterwards JU cse cutoff drops to almost 700 in decentralised, so you can get it too.
