To be honest, just in movie 1 (M1), starscream was, arguably, the only capable decepticon, and didn't show his cowardly nature, due to screen time, but he and maybe blackout were the responsible of all the success the decepticons had in M1 Without starscream megatron would had still been frozen, the all spark would had been taken away by the military, the air force would had annihilated the decepticons, the sequel would had never taken place (well maybe with soundwave in command) and bumblebee would had been a better asset for the autobots and the military in the last fight.

If both of them were in the final battle the autobots would've lost. Bonecrusher is a second armoured con and both him and barricade have the speed to make up for brawl
