Given that the album "Geidi Primes" is completely full of references to Dune, I think that this song is a reference to another sci fi novel: "The player of games" by Iain M. Banks. Both are awesome books and part of awesome series.
Dune gets progressively more ridiculous and needs deus ex machinas to solve the problems at the end of the series
Definitely, Grimes says this is her fave sci-fi book series in interviews and she uses a Culture language in the Idoru video.

@@lausenteternidad just seems like the writers of the last 2 books didn't know how to creatively solve conflicts so they magically zapped the problem away, ruins the immersion

its released on Halfaxa. The reason why you may think its "unreleased" is because that album was released on two record labels. The second record label in 2011 has that song while the original one in 2010 doesn't have it. Hope that makes sense :D
