The rules say you can take any vacant sales office, and at the end of the round you reassign turn order in the order of the sales offices, so it is OK to use the numbers higher than the player count. The demand tracks are linked so that the player who chooses how to advance them must pick both left or both right side demand tiles to advance. You are not allowed to advance the right from one and the left from another.

Thank you. I just noticed a small mistake. You have to slide down the tiles which are on the same position (left or right) downwards (Rules, p.6 - New Round). So it would not be possible to put to choose the left one in the American market (22:35) and the right one in the European market (22:58) as in your example.
