yo may i ask why r u pinging his ip? all that does is check if the ip is online and if thats ddos mb i get confused alot
That's DDoS-attack, you basically ping a IP Address that send a packets through the port
The effect can result 'unstable or lag' connection with internet
Also if the IP address is offline, the DDoS tool would say 'host is down'

Back then, my discord acc was beamed by a north indian scammer and i had got his ip in attempt to login. I used the oldest method to send pings and it wasn't enough.

You can use MAC Address to abuse it but pinging a router is weak
