I did what you did, but my computer will go into a black screen and say "Windows is loading files..." and then it will take me to a screen that says "Start Normally" or "Launch Startup Repair", but if I chose any of those, my computer restarts and takes me back to the same page, any advice?

guys after 3 hour eventually I have been able to solve this problem first thing first I was also stucking in welcome thing and I wasnt able to run safe mode and recovery the solution is go f8 in that panel go below you will see something with (ADVANCE BOOT OR SETUP) I dont remember much than select it first it will boot normally than it will restart and scan everything after that it will reboot again it will take at least 30 minute (mine took 40) so be paciant it will definitly solve problem. I once had this problem... I think its because of any hardware failure... Windows will check all the hardware while it boots. Once it detects any hardware failure it will not boot.. One of my hard disks was not working.. So I disconnected it.. Then it booted.. So I think we should check the hardware's working condition when we get this error... Hope it helps.. ☺️☺️☺️☺️☺️

Have the exact same issue ( see windows logo). But laptop won't start in safe mode. Drivers load and then a blue screen of damage pops for a second and then laptop turns off. How can it load Safe Mode when i can't even load OS without safe mode? You can enter Safe Mode because your OS boot and load files fine. For me when i enter Safe Mode it stuck on loading driver and files.
I formated pc from beginning and removed all my files because i couldn't find anything to fix for this issue but i think it came from HDD becuase i used two types of HDD WITH SATA AND ATA and i used to shut down pc with power button then booting again to other Operating System. Are you able to borrow one from one of your friends...we just need to do a repair using the DVD. If you can't get one, your OS is corrupted and you might have to re-install windows.

for this issue but i think it came from HDD becuase i used two types of HDD WITH SATA AND ATA and i used to shut down pc with power button then booting again to other Operating System. I had win xp to ATA HDD and on Sata i had win 7. When working on win xp i used to shutdown like i mentioned but strange that nothing caused to SATA HDD
Don’t do this it totally screwed my laptop.

Do you have a windows 7 install disc? If you do boot up to it and do a repair
Are you able to borrow one from one of your friends...we just need to do a repair using the DVD. If you can't get one, your OS is corrupted and you might have to re-install windows.

In the safe mode menu, choose last known configuration.
It might not fix it permanently so run an antivirus or check for windows updates.
