Man i wasn’t panicking cuz I knew there would’ve been a fix so ye I searched it up and u saved my laptop thanks I knew I had to do something in safe mode CCLEANER worked I only installed that and restarted my laptop and yea thanks for that
work wonderful on a computer i bought for my dad, its was intalling updated and froze well i did the ccleaner and it loaded up ty a lot!

1-Launch Startup Repair (recommend)
- I did it and it was repairing for hours and nothing happened
2-Start Windows Normally
- I did it and it was freezing for hours either

Cut the I can handle the shit my self and lemme search and act like an engineer or sum shit, that's a 2 and half years worth of reality I've experienced.
Solution? just go to your nearest mini tech store or sum shit and let the fixer reboot your whole device like a brand new one LoLz

I did what you did, but my computer will go into a black screen and say "Windows is loading files..." and then it will take me to a screen that says "Start Normally" or "Launch Startup Repair", but if I chose any of those, my computer restarts and takes me back to the same page, any advice?

What did you do after that safe mode and a load. What did you exactly press the button
I once had this problem... I think its because of any hardware failure... Windows will check all the hardware while it boots. Once it detects any hardware failure it will not boot.. One of my hard disks was not working.. So I disconnected it.. Then it booted.. So I think we should check the hardware's working condition when we get this error... Hope it helps.. ☺️☺️☺️☺️☺️

I had 2 hds 1tbs and 1 ssd 240gb/s, one of my hd 1tbs stoped working and when i disconnected my pc come back working, if you have only the cd/dvd reader and one hd, maybe this one hd is whith problem

guys after 3 hour eventually I have been able to solve this problem first thing first I was also stucking in welcome thing and I wasnt able to run safe mode and recovery the solution is go f8 in that panel go below you will see something with (ADVANCE BOOT OR SETUP) I dont remember much than select it first it will boot normally than it will restart and scan everything after that it will reboot again it will take at least 30 minute (mine took 40) so be paciant it will definitly solve problem. so I changed my mother board
and now everything is fine
At first it actually didn't work because while I'm booting it to safe mode it takes so long , so I shut it down. But when I do it again and go to safe mode, I wait until it open and then it open. While I'm in safe mode I take the oppurtunity to download CCleaner, Malwarebytes, and Avast to fix my computer and it works. NO MORE MALWARES AND VIRUSES ... I'M SAFE NOW :) . after selecting safe mode with networking, it has stopped at CLASSPHP.SYS
It is not displaying the remaining 4(which is shown in ur video).And after loading all this,it is returning back to the same place.where the video started.so I expect you'll resolve my problem,as soon as possible.

This is a problem with your cpu.
As a professional PC maintenance, follow these steps when PC/notebook restart when Windows is trying to finish loading.
If software or installation error
- repair PC using CD/USB
- search youtube, many instruction
If hardware error :
- RAM (should be no problem, RAM is on or nothing)
- If notebook, try using your battery only, if it is working then it's the power adapter not able to supply full amperage when CPU tried to draw full power.
- If desktop/without battery, try changing your power supply.
If the computer passes POST, begins to start up, reaches the Windows loading screen, then restarts, and this cycle repeats, it is usually due to a faulty or aged power supply.
The reason for this is that when the computer first starts up, all the devices run in an uncontrolled power state, in some cases components run at maximum power draw. Once Windows loads, the appropriate drivers are loaded, and the speeds and voltage levels settle down to “idle” levels.
Changing the power supply to a newer or higher wattage one will solve the problem 90% of the time for this type of scenario.
If it is Windows 10, hold down the SHIFT key during startup, and it will take you to a special area where you can run diagnostics, repair Windows, or fix the start up process, if they are the cause of the problem. Just keep the key held down until a tiled blue menu appears on the screen. Use the mouse to click the most relevant tool, or click Advanced options if you can’t see the option you are looking for.
If the computer starts and the type of boot loop is a rapid blinking state, where you can’t see what is on the screen, try disconnecting all hard drives except the main one, and try swapping the RAM modules around, or unplugging the one from the first DIMM slot, and filling that slot with a different RAM module.
If this doesn’t solve the problem, you cam try removing the hard drive, and connecting it to another computer, with an operating system already installed. The next steps would be to check the hard drive for errors via check disk (chkdsk), or replacing the hard drive with a blank to see if it exhibits the same problems.
A third issue is when the motherboard is faulty, which can be the hardest to diagnose, as it usually presents itself by causing random lockups or system crashes.

Are you able to borrow one from one of your friends...we just need to do a repair using the DVD. If you can't get one, your OS is corrupted and you might have to re-install windows.
