The cp gets put in a system that identifies illicit content automatically then converts it into a string of code. That way there is no visible collection of the actual material anywhere on the data base and no human has to review it!
That honestly sounds like a massive Hassle for the FBI to have to sift through thousands of automatic reports just from people sharing a gif, the context of which might be completely lost on them. Similar to making false 911 calls, that should be illegal so they can spend their time tracking actual child predators

PhotoDNA is basically relying on color coding, so anyone good at Photoshop (specifically editing photos with individual pixels) can even make a innocent picture look like csam. That's how PhotoDNA works. If you look around, you can find documentation on how it works in detail, and how to exploit the thing. So technically, editing the picture pixel by pixel after getting a high resolution version (like changing the color with GIMP or Photoshop), you can upload the picture without consequences. I'm surprised Discord doesn't have anything on their TOS about exploiting their detection system to get others into trouble or mess with their detection software. I mean they would be embarrassed if suddenly over 100,000 false positives came up and all of them were due to modified pictures alone, making some of them even make a class action lawsuits for defamation.
One small snag in the class action lawsuit idea... you can't do that per the tos discord has you agree to, you have to do arbitration instead unless you go out of your way to opt out of it however theres a time limit on it so if you dont opt out your stuck with it.
In short, its not the photo itself that discord is bothered by.... Its the resonable suspicion of where you GOT it that has them giving you the sude eye

How they can remove it manually? You can post any GIF on Discord from anywhere. You can't find it in their search GIF bar. The entire point of banning and reporting you, it's to prevent you from posting any CSAM material because they believe that you actually are a CSAM distribuitor. They can't flag every CSAM material.

You get the message "our mostly accurate bots stopped this message" on pictures of metal grates as another example of a hash collision.
No. It's a database of cryptographic hashes (think of a barcode of sorts, for simplicity sake) that were generated by law enforcement by running CP through a special program. These hashes are then provided by law enforcement to companies wishing to build a CSAM database to use on their services. All files uploaded are ran through a hashing program, given a hash, and the hash is compared to the database. If a hash matches, they ban and report. Unfortunately this is not an infallible method. Due to the way cryptographic hashing works it is, while I believe uncommon, possible for two completely different files to generate the same hash, thus at least occasionally, causing the CSAM databases to trigger false positives. They do it like this so that they DON'T have to have a bunch of servers with CP just sitting around.
I may not know what that picture is and I don't want to ever know, but I'm glad it's being removed if you're saying it's associated with that. Those people are genuinely disgusting if they knew what it was and posted it anyway. Glad they are also being reported, and things are being taken care of.

TLDR: The image is a frame in a video of CSA Material. It's been flagged in a database called PhotoDNA. If sent, you will be banned and reported to the authorities.

To be fair, that image it's a frame from a video flagged as CP. The video has all its frames saved as hashes in the database. That's why it bans you for that specific image. According to other people that found the original GIF, is one kid with headsets eating popcorn while a kid enters his room while naked.
Update apparently it's a hash collision either natural or deliberately manipulated to match some horrible video.

@@user-ex5pg3oy9c found the info on a few reddit and other tech threads stating that it's likely the picture happened to match the hash value of bad stuff which btw has happened before with random pictures. You get the message "our mostly accurate bots stopped this message" on pictures of metal grates as another example of a hash collision.

No. It's a database of cryptographic hashes (think of a barcode of sorts, for simplicity sake) that were generated by law enforcement by running CP through a special program.
These hashes are then provided by law enforcement to companies wishing to build a CSAM database to use on their services. All files uploaded are ran through a hashing program, given a hash, and the hash is compared to the database. If a hash matches, they ban and report. Unfortunately this is not an infallible method. Due to the way cryptographic hashing works it is, while I believe uncommon, possible for two completely different files to generate the same hash, thus at least occasionally, causing the CSAM databases to trigger false positives. They do it like this so that they DON'T have to have a bunch of servers with CP just sitting around.
