I think IPE is more tailored and you will have scope in Industrial sector as an engineer. Bangladesh is going through a massive industrialisation era. The electrical, Telecom era is outdated now.
Both universities rank more or less equally (mid-tier university). Choose one which offer competitive fees, close to your home and have better student facilities.
Shanto Mariam has a good reputation. I know they are popular for their course of Fashion Designing. Not sure how popular is their BBA. I will do some research and make videos in the coming weeks.

If it is a good private university the. I’d recommend private university. I think private universities are somewhat better than NU. At least there will be no session jam etc.
If your planning to go abroad then it doesnt really matter what you study here. You have to study again when you go abroad as they wouldn't value what you have studied before.

IUB is good choice. I think Microbiology has wider opportunities to invest career in the research sector. Whereas Biochemistry will have brighter future in the Pharmaceutical sector.
