I find decorating around the address is OK as long as the address still remains obvious and legible. I will generally highlight around it, section it off with washitape, or just put some stickers around the area. Painting, YES, I have sent out water color postcards before. You can either tape them with clear packaging tape to protect them/laminate/or spray them with a clear coat to protect them from the water. When you add things to the postcards, just think of keeping it flat, as well as preventing anything from being able to snag in a machine at the post office. Hope that helps.
