Did u watch ep 6? Its revealed that billy and tommy didnt have a physical body and couldnt go outside the hex without being disintegrated but they had souls. Yes wanda can create souls thats how powerful she it. So when wanda was closing the hex, tommy and Billy's bodies disappeard but not their soul and in the same time, teen's (Willian) family got into a car accident near Westview which killed him but Billy's soul took over his body. His body is just a vessel for Billy's soul.
