I think it's safe to say (while recognizing it as a generalism and a hypothesis that doesn't necessarily take fully into account other planetary aspects and how the individuality in one's chart might shape the function of any particular planet) that for example 1st House Jupiter where it has Digbala *directional strength* exalted in Cancer at 10 degrees where it has Ucchabala *deep exaltation degree* (extremely strong Jupiter) is made even stronger by retrograde where it has strength of proximity/impact from chestabala. This would be max Jupiter in my opinion, and each planet has it's hypothetical max strength in certain positions based on directional strength from the kendra houses and exaltation points. *important to keep in mind Sun and Moon don't get strength from retrograde, but do still get directional strength from 10th House for Sun and 4th House for Moon. The Hellenistics thought the Sun has it's "joy" in the 9th house and Moon has it's "joy" in the 3rd house...I prefer the Vedic attribution of strength through digbala more though since even in Western Astrology the angular (kendra) houses carry the foundational activities in the life of the individual. Cadent and succeedent houses were in some ways designed to show less prominently than the angular houses (1,4,7,10)* I think Jupiter, or any other planet, showing in a max strength position is basically guaranteed to show that particular placement strongly in the life of the individual. For true max exaltation successes we would construct charts based around exaltations that still adhere to physical laws within the chart such as Mercury never getting more than roughly 30 degrees away from the Sun due to its proximity to it, Venus never getting more than 60 degress from Sun, Jupiter and the Sun in relation to the barycenter of the solar system, etc. Obviously no chart will ever be fully exalted - but it's always cool to meet and/or witness individuals who carry the max exaltation strength potential of certain planets as they appear in that person's life. I digress, I really enjoy your conception of how retrograding planets function and I agree, and also think they add to max potential strength for that planet. A sort of "with great power comes great responsibility" kind of situation. Retrogrades are also symbolic of reflection and circumambulation in the areas of life (houses) they show up in. I don't think people are wrong to say that some retrograde placements give "the ability to do things others can't" - in the same way I don't think its wrong for certain yoga combinations to denote essentially guaranteed success in a person's life. It's the job of retrogrades to account for that sort of particular quality that some humans possess. I have Mercury RX in Virgo and my son has Saturn RX libra . I don’t really see these placement too often. Tbh. I noticed my son is very disciplined and I am exuberantly Mercury like.
He should be disciplined a bit serious towards life and will want and expect people to be righteous. Thats the quality of a strong saturn. Rest depends on complete chart. One planet alone cannot decide attributes

Different planets behave differently in retrogression. Jupiter exalted or in own sign does behave like a debilitated one if it is retrograde. Have seen in many charts.
Retrogade and debilitated are two different things. Firstly, its a marak or karak for the ascendant chart, if its a kakrak, exalted and retrograde, 70% positive results will come. Swells your ego, some bad habits, too much expenditure are some examples of its negatives.
