Does it mean my visa is rejected if I dont get both correspondence letter and OPR on the same day? Because in almost all cases, it is shown on the same day. However, on the application status checker, I got a visitor visa document number (with expiry date) as well. Please help.

Sir I applied for tourist visit visa along with spouse and kids, but they refused saying no ties to homecountry. I wanted to visit Toronto. Now again I want to reapply with more documents my question is:
If I apply again for Toronto the weather will be harsh in Oct 2023 and can't wait until jun 2024. whats you suggestion should I change city this time and apply for Vancouver in Oct 2023? or it will weak my case?
Oct 2023 weather won’t be harsh for Toronto many. Canada is still open in winter too all the tourists spots are still open
