The day was fine when I left Sydney, and then I came across this rain when I got to the Blue Mountains... Very sudden change of weather! Luckily, it was just a shower and things improved by the end of my visit
With that wind, I'd be keeping well away from the edge at Lincoln's Rock. No protective edge there, for the very good reason that not only would the rock be irreparably damaged, but the view itself would be broken. There's a similarly good view from McMahon's Lookout, but the fence there does not interrupt it. There is a very steep and dramatic drop on one of the pathways - it's not a place for young children.
