Access for underprivileged students

Should college admissions focus specifically on race without regard to need? Existing law gives low-income students at the University of California a boost in admissions. Proposition 16 would change the focus of admissions to race, not need.
This means that students from high-income families could receive an additional leg up in college admissions - if they happen to be minorities.
