At my home table, we had to nerf HDown rule. That +3 bonus is bonkers.

You can not use woods as partial cover. Woods are not partial cover they are opaque.

You are correct. It was mentioned at around 1:27, but woods alone cannot be used for partial cover. Tarron and Adam were revisiting the Bracing rules before recording this podcast and discussed the benefit of partial cover while in woods to maximise protection and well.....
