what do you mean by debit? does contractor has to pay the wastage amount or is it deducted from contractors' bill?

Rolling margin is a separate thing and need to consider in part of supplier end, if rolling margin more than IS code limits,

Why we don't consider scrap in physical stock?
Its have a basic logic that you can not calculate the scrap length at site, because of there a huge stcok of scraps which contains all dia with different different small pieces / lenths, thats not possible to calculate practically, it you have ability to calculate the scrap than you consider the scrap in physical stock. Thanks i hope you get my point.

If the wastage gone beyond the limit and steel supplied by owner / client, than excess wastage amount recovered from contractors end. I hope you get it.
