I feel like I have to clarify this as a music nerd. I’m so, so, so sorry but argh! It would annoy me too much not to say it and it really should be said; I apologize in advance for being such a nerd... :( Toby almost never uses out-of-tune notes (which I'll be referring to as microtonality from now on) in his normal compositions. Asgore and Fallen Down are the only cases in the entire soundtrack I’m aware of where he does this, and even then that’s only sort-of true. While they are technically microtonal, they are functionally perfectly in-tune unless you have absolute pitch. This is because both Asgore and Fallen Down are songs that were written entirely in a totally normal non-microtonal key which were then pitched upwards by a quarter tone consistently throughout. As far as I am aware there are no microtonal intervals actually used within the songs themselves; only the key signature is microtonal. This is all to say that the out-of-tune notes / microtonality is totally unrelated to the fact Toby composes by ear and that playing Asgore in a normal non-microtonal key would sound the exact same to 99.9% of people. I’m actually not even sure that this performance uses a microtonal key. It’s entirely possible and actually really quite likely that they simply transposed it because it’s easier and nobody would be able to tell. I sure as hell can’t.

For example, the track "Oh My Love" is first heard during Mettaton's stage performance, but when it's reprised after defeating Mettaton in battle, it's actually the same track just at a slower playback speed (and thus sounds transposed to a lower key). Similarly, when playing through a Genocide run all area BGM is heard at half the usual playback speed, causing it to sound one octave lower because that's how waveforms work.
