Yes, I have discussed the old syllabus because I appeared in 2017. Obviously, my strategy will be based on the old syllabus.
I would say it's equivalent in terms of rigorousness, faculty, reputation and research environment. The coursework is what brings about the major difference I believe. IIMs give you the option to opt for courses across different business-related subjects and pursue interdisciplinary research across econ, marketing, finance and other areas. PhD Econ at IIMs will enhance your chances for working at B-schools mainly. If you wish to join Econ departments at universities in future, I'll suggest you keep B-schools as your second choice.

This is how I wrote my SoP for IIMs. However, a SoP for IIMs differs from universities. At universities, you apply under a particular professor and your guide gets assigned right from the beginning. You enrol under that person. You start working on your thesis right from day 1 and hence, you need to give a detailed idea of your research question, including literature review and methodology in about 1000 words. Whereas, at IIMs, you apply for the program and can explore working with different professors during the coursework. The guide gets assigned officially post the coursework. Hence, they don't expect you to enter with a well-framed idea.
