No point in being a crybaby even I'm not clearing UPSC this year just because of CSAT that doesn't mean that I'll blame the body itself you need to understand something, the vacancies in CSE are declining hence they have to make such paper in future as well, if centre increases the number of seats(which I don't see happening any day sooner) we might expect pre 2018 style of paper
I agree with you. As an urban policy student I have read the the concept of right to the city by Henri Lefebvre and and also David Harvey. Even my Sociology friends in PhD haven't read David Harvey and Henri Lefebvre that much. Sometimes I feel upsc has taken it literally that they can ask any question under the sun...

If reclaiming public space is a collective right, how can every occupant reclaim public space? It will create conflicts. One may wish to just sit there alone while another may want to sell burgers at that particular public space. It is a democratic right and not an individual right.

How exclusion comes in Sabarmati river front. Autos are not allowed on the sabarmati front road. When autos and buses are not allowed it means a poor who cannot afford a vehicle cannot go to the front. How it comes to be inclusive. The state in this way systemically puts away poor from the public spaces.
Even if it's not systematic, poverty automatically excludes ppl from the public spaces they cannot afford. There are places with expensive entry tickets,or expensive services which not everyone cannot afford. You don't see poor people in good restaurants or shopping malls.
