In my experience it's the QA Manager or head of TCoE who prepares the Test Strategy as it's an Organization wide accepted document. Whereas Project Manager is only responsible for his project.
I'm having a hard time understanding why the Project Manager explains the technique to follow and which module to test, but the Testing lead describes the big picture questions of Who What and When in the test plan. PM's are much less technologically informed compared to QA leads or other Senior QA, so I would think the PM would describe the Test Plan, while the Test Lead describes the test strategy. Why is this the case?
